Al-A‘rāf - 102

﴿وَمَا وَجَدْنَا لِأَكْثَرِهِمْ مِنْ عَهْدٍ ۖ وَإِنْ وَجَدْنَا أَكْثَرَهُمْ لَفَاسِقِينَ﴾

(102) And We did not find for most of them any covenant;[389] but indeed, We found most of them defiantly disobedient.
