المعنى الاصطلاحي :


A person who merges letters together when speaking in a way that is different from the merging of letters that is spoken by normal people.

الشرح المختصر :


"Aratt" (dysarthric person) merges letters that do not share the same "makhraj" (point of articulation) and whose "makhrajs" are not close to each other. It is possible that a person merges certain letters with others while reciting the Qur’an. This occurs when two letters follow each other that share the same "makhraj" or whose "makhrajs" are close to each other.

"Aratt": a person whose tongue is knotted and tied and whose speech is unclear.
