التعريف :


People of high standing in society and have varied specializations whom the ruler consults about the affairs of the state.

المعنى الاصطلاحي :


People of wise opinion and knowledge whose counsel is sought in important issues to look into and approve them.

الشرح المختصر :


"Ahl ash-shūrā" (advisory council) are a selected group of people with special attributes, such as being Muslim, honesty, and experience, whose counsel is sought by the people in authority. They must be qualified by having certain qualities and meeting certain conditions, and they must be identified by their own names. "Shūrā" means seeking the counsel of the people of knowledge and opinion on certain issues, thereby getting their help to reach the truth and solve problems. "Ahl ash-shūrā", or the people of counsel, are those who are sought for counsel to make the right decision. They are also called "ahl al-hall wa al-‘aqd".
