"Harb" (war) includes fighting between two or more countries or peoples. In terms of legitimacy, it could be legitimate, such as Muslims fighting the disbelievers, or illegitimate. "Dār al-harb" (the land of war) are non-Muslim countries who are not at peace with Muslims.
"Harb": war, fighting between two groups of people. "Tahreeb": inciting to fight. Opposite: "silm" (peace). Original meaning: plundering, pillaging. Other meanings: aggression.
Confrontation and fighting in which organised armed forces, called armies, take part. It sometimes involves paramilitary groups.
