A set of supreme provisions defining the essential rules upon which the state is founded, its system of government as well as its form. It regulates the general authorities in the state as to their respective formation and scope of authority, as well as the interrelations between the authorities and the limits of each authority. It also defines the essential rights and duties of individuals and groups, providing the scope of guarantee they are given against the ruling authority.
