The person who does not have enough provisions for one year.
"Miskīn" (needy/poor) is a person who has money or earns a living that helps meet only part of the provisions needed for him and his dependents. This person remains in need the rest of the year, because the provisions which he has are enough for only most, half, or part of the year.
"Miskīn": someone who does not own anything; and it was said: someone who does not have enough money. Derived from "sakūn", which means tranquility and immobility. Other meanings: a person who is humiliated, submissive, and weak.
A person who is able to earn money that is close to be sufficient for his needs, but he does not own any excess that is equal to the threshold of zakat.
