This is a description of a narrator indicating that he does not meet the conditions set by al-Bukhari and Muslim, or by one of them, and that they did not enter his narrations as the main hadiths in their chapters, but added them by way of endorsement and reconfirmation to add to the main hadiths, or for some other useful purpose.
