It refers to admission of the slave having a contract of manumission that they are unable to pay the amount stated in the contract.
"Ta‘jeez" (impotence/inability) describes that state in which the contracted slave admits to the master that they are unable to pay the amount of the manumission contract or pay its installments. In the manumission contract, the master makes a contract with their slave to pay them a sum of money over a certain period of time in exchange for their freedom.
"Ta‘jeez": it is derived from "‘ajz", which means weakness and inability to do something. Opposite: "qudrah" (ability), "istatā‘ah" (capability). Original meaning: belatedness regarding something.
