It is that a term includes all its possible meanings in a certain context.
الشرح المختصر
"‘Umoom" (inclusiveness) is the statement that includes two or more meanings, or it is the term that indicates all its individual meanings; i.e. it entirely covers all its possible denotations. For instance, the plural term "Muslims" refers to each and every Muslim person. There are many formulas to express "‘umoom", the most important of which are: 1. "kull" (all/every) and "jamee‘" (all) and similar terms used to confirm inclusiveness, such as "‘āmmah" and "qātibah". 2. The plural noun preceded by the definite article "al" or in the "mudāf" (possessive) construction. 3. "Ism al-jins" (gender name) preceded by the definite article "al", such as "ar-rajul" (the man) and "al-mar’ah" (the woman), or annexed to a definite noun. 4. "Asmā’ ash-shart" (conditional pronouns), such as "man" (whoever), which indicates rational creatures in general; "idha", "mata" (whenever), which indicates time in general; and "haythu", "anna" (wherever) and "ayna" (where), which indicate place in general. 5. "Asmā’ al-mawsoolah" (relative pronouns): "man" (who) for rational or "mā" (what) for irrational beings, but mostly for irrational beings. 6. "Nakirah" (indefinite nouns) in a negative context, as well as other formulas.

"‘Umoom": inclusiveness, comprehensiveness
