That Allah, the Exalted, creates what He decreed and implements what He willed by bringing it into existence.
"Fary" (implementing): One of the beautiful names of Allah is "Al-Bāri", i.e. the Creator of things from non-existence into existence. It is derived from "bar’", which means bringing into existence, in the sense that Allah implements what He willed and decreed by bringing it into existence and making it manifest. Not everyone who decides or plans something has the ability to implement it and bring it into existence, except for Allah, the Exalted. A poet once said: "You implement what You create, While others create but then do not implement." The meaning is that You implement what You decree, contrary to others than You, who cannot do everything they wish to do. Creating in this context denotes decreeing and deciding, while "fary" denotes implementing.
"Fary": splitting, cutting something to fix it. Other meanings: planning and implementing what one is determined to do.
