Those who are qualified to offer the ruler or those in authority counsel and advice, like the scholars, elders, and others.
"Ahl-ur-Ra’y" (people of the opinion) are the influential people who have knowledge, integrity, and experience and whose counsel must be sought by those in authority and the Muslim rulers in order to examine issues and problems and find proper solutions for them.
Scholars belonging to the fiqh school which does not limit itself to the apparent meanings of religious texts, but gives a broad scope for ijtihad and analogy where no text applies. Hence, they are given this name. Most of them belonged to Iraq.
