الشرح المختصر
"Baghy" (rebellion against the ruler) means that a powerful group of Muslims rebel against their ruler and use their power to disobey his commands, such as by not fulfilling a mandatory obligation like paying zakah. Their motive is an interpretation of the religious texts which they consider to be evidence for the validity of their actions. Their intention is to overthrow the supreme ruler or his representative. They rebel by moving to a private territory and openly declaring that they are at war with the ruler.
