التعريف

This is a part of a fiqh rule which says: ‘it cannot be denied that rulings change as times change’. It implies that rulings based on traditions and people’s interests change if such traditions and interests change. However, not every ruling may change as a result of changes of time and condition. It is also said that what is meant by the change of rulings is to initiate new rulings which were not legislated earlier.
