المعنى الاصطلاحي
Selling a "waqf" (Islamic endowment) whose income or yield has decreased or ceased and then buy what yields better income and make it an endowment.
الشرح المختصر
"Tabdeel al-waqf" (replacing an endowment) means selling an endowment, whether it is real-estate or something movable, and then buy something with its money to make that an endowment instead of the one that was sold.
