"‘Alaaniyyah" (overtness) is to make something known and not to conceal it. An example is that the ruler announces that a person has been placed under interdiction due to bankruptcy. He provides witnesses to the interdiction and announces it among people to warn them against conducting transactions with that person and protect them from the risk of losing their money. So he commands a caller to call out that: the ruler has placed so-and-so, son of so-and-so, under interdiction.
"‘Alaaniyyah": apparency and spread of something. It is derived from "i‘laan", which means announcing and making known.
