Someone who handles the rights of others without valid permission.
"Fudooli" (unauthorized agent) is the person who handles a certain matter, like a sales contract, for instance, without him being a guardian, a principal, or an agent. Hence, he has no authority to deal with it because his actions are not founded on a right of ownership or power of attorney or guardianship, just like the usurper who handles an usurped property by selling or otherwise. If an agent buys or sells or acts in opposition to what the principal dictated, then he is also considered a "fudooli" for transgressing the limits that his principal set for him.
"Fudooli": a person who involves himself in matters that do not concern him. Attribution to "fudool" (sing. fadl): excess and surplus. Hence, the one who involves himself in matters that do not concern him is called "fudooli" because he exceeded the limits.
