The one who cannot utter meaningful words, whether congenitally or due to a reason.
"Abkam" (mute) is a person who is unable to speak, whether that is congenital or due to an accident, or illness, etc. Such a person is called "vocally disabled". Intention replaces the tongue in this case and simply moving the tongue in acts of worship such as the prayer, whereas writing and hand gestures replace the tongue in acts that are not related to worship such as selling.
"Abkam": a mute person, who is born unable to speak. This word may also mean the person who neither speaks, nor hears nor sees. Original meaning: not having the ability to speak.
