"Shoora" (consultation) is one of the legislated principles of Islam. It means seeking the opinions and viewpoints of the people of knowledge and experience regarding a specific issue or subject with the intention of reaching the best and soundest opinion in order to achieve the most efficient results. "Ahl ash-shoora" (the people of consultation) are those known for their knowledge, trustworthiness, sobriety, etc. "Shoora" is divided into two categories: 1. "Shoora" regarding public affairs among the ruler and his subjects. 2. "Shoora" regarding private affairs among family members in a society, such as consultation between spouses, friends, and business partners.

To consult people of sound judgement and specialists about matters that are not governed by a clear religious text, seeking their advice in order to determine what is best and most useful.
