Abu Hunayda Wā'il ibn Hajar (may Allah be pleased with him) reported: Salāmah ibn Yazīd al-Ju‘afi asked the Messenger of Allah (may Allah's peace and blessings be upon him): "O Prophet, if we have rulers who demand from us their rights towards them, but they do not give us our rights? What do you order us to do?" The Messenger of Allah turned his face away (without giving any answer). He repeated the question, so the Messenger of Allah said: "Listen and obey, for verily, they will be held accountable for what they are responsible for and you will be held accountable for what you are responsible for."

شرح الحديث :

Salāmah ibn Yazīd asked the Prophet (may Allah's peace and blessings be upon them) about the rulers who demand from their subjects that they listen to them and obey, but they do not give their subjects their due rights; rather, they oppress them and monopolize public funds. So the Prophet turned his face away from him to show displeasure to this question. However, Salāmah repeated the question, so the Prophet (may Allah's peace and blessings be upon him) ordered that we fulfill the rulers' rights, and that each one is responsible for what is due upon him. We are responsible for listening to them and obeying, and they are responsible to rule with justice without oppressing anyone, uphold the law of Allah on earth, implement prescribed punishments on people, establish the law of Allah on earth, and fight the enemies of Allah.
