(الحمد) في اللغة هو الثناء، والفرقُ بينه وبين (الشكر): أن (الحمد)...
Obligating non-Muslims to pay one-tenth of their trade money if they move it from one Muslim country to another.
"Ta‘sheer" (taking the tenth) means taking one tenth from the "dhimmis" as a tax if they conduct trade in Muslim lands. "Dhimmis" are non-Muslims who are protected by a covenant with Muslims.
"Ta‘sheer": taking the "‘ushr" (the tenth), which is one part out of ten equal parts. "‘Ashshar" the people: took one tenth of their property.
To take one tenth of income from the dhimmī people.
