Umm Salamah (Hind bint Abi Umayyah Hudhayfah) (may Allah be pleased with her) reported that the Prophet (may Allah's peace and blessings be upon him) said: "There shall be rulers in charge of you, and you will approve and disapprove. So anyone who hates shall be absolved, and anyone who denies shall be safe, except for those who approve and comply." They said: ''O Messenger of Allah, shall we not fight them?'' He replied: "No, so long as they establish prayer among you."
The Prophet (may Allah's peace and blessings be upon him) informs us that rulers will be installed in power over Muslims. Some of their deeds will conform with the laws of Islam while others will not. So, the Muslim who hates their evil deeds in his heart without being able to announce that for fear of oppression shall be absolved of sin. The one who can deny their evil with the actions of his hand or the words of his tongue shall also be safe from bearing sin. However, the one who approves of their evildoing in his heart and follows them in committing it shall be doomed just like them. The Companions then asked the Prophet (may Allah's peace and blessings be upon him) whether they should fight those rulers, and he said: "No, so long as they establish prayers among you."
