المعنى الاصطلاحي :

Frightening the enemy by preparing oneself psychologically and developing the necessary power to prevent him from fighting and harming Muslims.

الشرح المختصر :

"Irhaab": means frightening and terrifying the enemies by getting oneself ready to fight them in order to prevent them from assaulting Muslims and from oppressing others. There are two types of terror: 1. Commendable terror: which refers to the act of intimidating the enemy lest he should assault the Muslims. This type of terror is achieved by complete readiness and by being armed with faith, unity and weapons. 2.Reprehensible terror: which refers to the act of intimidating those who do not deserve to be intimidated from among the Muslims and the non-Muslims whose life is inviolable, such as those granted security and protection by virtue of a peace treaty or any similar covenant, and those who live under Muslim rule. This type of terrorism could be intellectual, religious, social, political, etc. Islam rejects this type of terrorism altogether, and it has many disadvantages: 1-It brings the wrath of Allah, Glorified and Exalted be He, and the one who practices this type of terrorism is subjected to severe torment in this life and in the Hereafter. 2-It shakes the hearts and spreads horror and panic among people. 3-It leads to social corruption like the rising of prices and the absence of confidence and mercy between people. 4-Absence of security and reassurance and spread of murders, thefts and other crimes. 5-Dispersing efforts of the Ummah in confronting its enemies.
