Ma‘qil ibn Yasār (may Allah be pleased with him) reported that the Prophet (may Allah's peace and blessings be upon him) said: "There is no one whom Allah has put in a position of authority and he dies on the day he dies cheating those under his authority, but Allah will forbid Paradise for him."

شرح الحديث :

This Hadīth reported by Ma‘qil ibn Yasār warns against cheating one's subjects; i.e. the people under one's authority. It warns those who are entrusted with the responsibility of caring for others not to breach this trust. If the responsible person dies while being dishonest toward his subjects without repenting before his death, then "Allah will make Paradise forbidden for him" if he believes that his actions were lawful. Or perhaps the intended meaning is that he will not be admitted into Paradise with the first forerunners (in faith).
