Ziyād ibn al-Hārith Al-Sudā'i (may Allah be pleased with him) said: When the Adhān for the Fajr prayer was initially introduced, the Prophet (may Allah's peace and blessings be upon him) ordered me to call the Adhān and I did. Then I began to ask: "Should I call the Iqāmah, O Messenger of Allah?" But he began to look at the direction of the east, (waiting) for the break of dawn, and said: 'No'. When the dawn broke, he came down and performed ablution and then turned to me. In the meantime his Companions joined him. Then Bilāl wanted to call the Iqāmah, but the Prophet (may Allah's peace and blessings be upon him) said to him: "The brother of Sudā' has called the Adhān, and he who calls the Adhān calls the Iqāmah."

شرح الحديث :

This noble Hadīth indicates that the one who calls the Adhān is most deserving to call the Iqāmah. It also clarifies that the Imām is the one who has the right to determine the time of the Iqāmah. The Hadīth, however, is weak, and thus if someone, other than the one who called the Adhān, calls the Iqāmah, then there is no problem. It should be noted that if the mosque has an appointed Imām and a Muezzin, then no one has the right to interfere with their affairs. This is because the Prophet (may Allah's peace and blessings be upon him) said: "No man should lead another in prayer where the latter has authority, nor sit in the honored place of his house without his permission."
