"‘Umoom al-balwa" (widespread affliction) has several definitions, including: 1. The extensive spread of a forbidden matter that makes it difficult to avoid. 2. The situation or occurrence that involves many people and is difficult to avoid. Difficulty and "‘umoom al-balwa" are among the major reasons for receiving concessions. For this reason, the scholars describe them as a general necessity or a dire necessity. For instance, the permissibility of praying with pardoned impurity (on the body or clothes), such as blood from wounds, abscesses, fleas, or pus; or praying with traces of impurity on the clothes that were difficult to remove, etc.
That the obligation applies to all or most obligated persons because its cause is widespread.
