Allocating of a share of money by the ruler from the Muslim Treasury to some of those who deserve it.
"Irsaad" (allocation) is the amount of money that the Muslim ruler sets apart and designates from the Muslim Treasury to those who deserve it, such as scholars and the like, on a constant basis. This allocation is a means for those categories of people to obtain some of their share from the Muslim Treasury. The difference between "irsaad" and endowment is that the endowed item was once under the ownership of the one who endows it, which is not the case with "irsaad", wherein the allocated share was part of the Muslim Treasury but was never the property of the Muslim ruler.
"Irsaad": Original meaning: preparing. Other meanings: waiting, anticipating.
To allocate and set aside a portion of the income of an endowment for the repayment of the debts of the same endowment and its maintenance.
